Position: Wing Head - Procurement Wing, North Islamabad
Reporting to: Divisional Head, Procurement Division
Academic Qualification Experience:
- Minimum University Degree from a reputable HEC recognized University/ Institute.
- Minimum 10 years' work experience, with at least 03 years leading a Procurement and/or Supplies
- Management department in a centralized procurement function, either in Financial Services industry, a leading MNC/ conglomerate, or preferably a public sector organization.
- Analytical mind with strong business acumen, with demonstrated skills in problem solving and customer handling. An independent thinker, with strong planning & implementation expertise, capability to drive change, and manage a diverse group of stakeholders.
- Demonstrated ability to work and manage time effectively, particularly when under pressure and while dealing with work related ambiguities& conflicts.
Other Skills
- Proven leadership to direct a medium size team, coupled with people management & interpersonal skills,
- Expertise Required
- and negotiation& influencing skills.
- Understanding of PPRA Rules, Strategic Procurement Management, and sourcing methodologies
- (Tendering / Spot Buying) shall be preferred.
- MCIPS or equivalent Procurement Certification and/or prior work experience at e-Procurement Suite and
- e-Sourcing shall be preferred
- To assist Divisional Head (Procurement) for procurement through Tendering for Goods & Services,
- including but not limited to General Items, Office equipment, etc., through Bank's internal procurement process and in conformity to PPRA Rules.
- To ensure timely delivery through prioritizing and following strategies for Quality Control, Cost Efficiency
- (value for money), Expense Management, Demand & Supply Management, Spend Management, and
- Category Sourcing & Innovation.
Outline of Main Duties
To review RFP / Bidding Document to ensure the overall quality and consistency of tender documents in collaboration with end users in order to confirm with PPRA Rules.
Responsibilities
- To organize and facilitate meetings of various Committees to provide full support on Tender openings,
- Technical evaluations, Financial Evaluations, etc., in addition to coordinating between relevant
- departments on various formalities including but not limited to Vendor related queries, LOI, LOA, NDA,
- Contracts, Purchase Orders, etc.
- To ensure that all procurement related transactions are conducted in a transparent manner
- Providing full and open competition, thus confirming to Bank' internal policies & procedures, regulatory requirements, PPRA Rules and other applicable laws.
